I. INTRODUCTION

1.1 The Permanent Tribunal of peoples met in Strasbourg, France, from 16 to 20 November 1992. The Tribunal comprised the following persons for this Session : President Professor François RIGAUX (BELGIUM), Emeritus Professor at the Catholic University of Louvain (Belgium) ; Visiting Fellow at the Institute of Advanced Legal Studies (London) ; President of the International Foundation Lelio Basso .
