13/01/2003 (Agence Europe) - "Don't touch Cain", the association for a universal moratorium on capital executions, welcomes the decision of the outgoing governor of Illinois, George Ryan, to commute all 150 death sentences issued in that State. This "positive information reaching us from the United States must strengthen the European battle for a universal moratorium on capital executions", says the association in a press release, considering that "the time seems increasingly ripe for the next UN General Assembly to decide on a universal moratorium on capital executions, also by granting those condemned to death in non-democratic countries (moratorium, pardon, abolition of the death penalty) that now only the democracies seem to guarantee".
