COORDINATING COMMITTEE OF THE "RUSSIAN RADICALS": FINAL DOCUMENT OF THE SESSION OF MARCH 24, 2004

Coordinating committee of the Liberal and libertarian movement "Russian Radicals", a collective member of the Transnational Radical Party,
met for its session in Moscow, on March 24, 2004, with participation of its members Andrey Rodionov, Sergey Sorokin, Sergey Kuznetsov, Pavel Brukhis, Susanna Tsaturyan, Alexey Bryansky, secretary Nikolaj Khramov, treasurer Tatyana Litvinenko, and invited to the session Leonid Positselsky,
expresses its indignation in connection with recent episodes of the capture of civilian hostages by the Russian authorities, including relatives of the Chechen Minister of Defence Magomed Khambiyev who were arrested in Chechnya, and Qatari sportsmen who were arrested at the Moscow airport Sheremetyevo;
states the extremely slow rates of collection of signatures in Russia under the international appeal "For an interim UN administration in Chechnya" (only a little more than 2 300 signatures which makes 11,7 % of the general number of signatures collected in the world);
regards, however, such unsatisfactory results as a display of passivity and inability of heads and activists of the movement to organize the collection of signatures, and not as unreadiness of Russian citizens to support this project which is testified, in particular, by the results of the public-opinion poll carried out recently by the VCIOM-A, according to which up to 40 % citizens support the proposal on establishment of an international administration in Chechnya;
takes a decision to begin in Moscow a mobilization for the period of three next months whose task will be to collect minimum 5 000 new signatures under the appeal for an interim UN administration in Chechnya till the middle of June, by means of organization of daily street tables and mini-pickets, sticking and distribution of leaflets;
examining the course of the campaign for enrollment in the "Russian Radicals" and the TRP, notes that the achieved results are very modest (29 participants of the "Russian Radicals", which corresponds to 6 486 roubles of self-financing, and 27 Russian members of the TRP, which corresponds to 647 dollars of self-financing);
taking into account practical absence of financial resources for the enrollment campaign (which means, in particular, impossibility of advertising in the mass-media), determines as basic instruments of the enrollment campaign sticking, distribution of leaflets in the streets and near high schools, and telephone contacts with those citizens who signed the appeal for an interim UN administration in Chechnya;
having considered the invitation on the part of Yabloko to take part, in the beginning of May, in the demonstration "Civil society against the police state", welcomes this initiative and announces the preliminary readiness of the movement "Russian Radicals" to take part in this initiative, and to direct its representatives to the initiative group.
