ENVER CAN'S, PRESIDENT OF THE EAST TURKESTAN NATIONAL CONGRESS, SPEECH AT THE GENERAL COUNCIL OF TRP

Intervention At the General Council of TRP By Mr. Enver Can President East Turkestan National Congress 18-21 July 2002, Rome

Mr. President, Dear Collegues, Distingueshed Guests,

I am honored to be invited to the current meeting of the General Council of the Transnational Radical Party, and it is aprivillege for me to be among distinguished Members of the Council and prominent geusts.

Thank you Mr. President!

There is no doubt about that the Transnational Radical Party has become a significant voice of the oppressed peoples around the world.

Let me briefly recall what I personally experinced during the last ten months: The Transnational Radical Party has been supporting the Uyghur human rights cause for many years. There have been resolutions adopted by the European Parliament concerning the human rights situation of the Uyghur people and condemning the Chinese policy in East Turkestan, with the initiative of the TRP.

Last October it has, despetite heavy pressure by the government of the Peoples Republic of China successfully hosted the Third General Assembly of the East Turkestan National Congress(ETNC), along with an international Conference on “The Situation in East Turkestan After Half a Century of Communist Chinese Occupation”, in Brussels at the meetings rooms of the European Parliament.

The day after the General Assembly the Chinese Foreign Ministery called the European Union and all member countries to ban our activities in this countries. On 19th October 2001 the Communist Chinese government for the first time called my country by its original name as “East Turkestan”. Up to these time, it referred to East Turkestan as “Xinjiang” which means “New Territory” or New dominion”.

There is a famous Chinese secreet document which adopted by the leadership of the Communist Party of PRP. Let me just recall one sentence from these document. It says, “… do every thing possible to prevent the seperatists to internationalise the cause of Xinjiang”.

I am convinced that, at this moment (19th October 2001) the Chinese regime had realized that we have already internationalised our just cause. Yes, we have internationalised the cause of East Turkestan with the help and solidarity of NGOs, led by the Transnational Radical Party. This is very important moment in the history of our struggle.

Aslo, the recent attack to TRP and Olivier Dupuis in the most authortative official Chinese paper is not a co-accident…

My intervention during the last Annual Session of of the United Nations Human Rights Commission, like others’ who took the floor from the TRP list, was stopped by the Chinese delegation, and it took minutes untill they formulated how to react and to what I was telling the world community. Just before my intervention the meeting hall was so quite and perhaps half of the delegates were getting borred. So, I would like to stress that our activities and initiatives are important, effective and bearing results. The fact that our (the TRP’s) interventions are stopped by an official delegate, namely by a super power is very significant. Ofcourse, these are just what I personally experineced during a very short period of time and there are hundreds of other initiatives and actions which successfully accomplished by the TRP.

I wish that the TRP to become the sole voice of unrepresented Nations with concrete Objectives: First, to become an alternative to the United Nations by enrolling the nations and masses around the world who are not represented in the present UN system, and by defending their rights which have been denied by their respective regimes; Second, try to influence and reform the UN system to become a legitimate opposition to the envisioned world government of the undemocratic United Nations, and world organisation of Democracy. To this end to forge alliances with other like-minded movements.

My logic says, that there is no alternative to the non-violant way of struggle to globalise democracy and to defend the rights, including social, economic and political rights, of the oppressed peoples around the world.

Too much damage has been done to the mankind, to the ecology and to the planet which feeds us, through wars and violance. I believe and hope, that in the long run more and more people see this reality and join our ranks for non-violant struggle. With this conviction I joined the party and I am here today. Ofcourse it will not come autmatically: we have to work hard through difficult path. Everything has its price!

As the motto of this meeting is what to do and how to do it? I would like to bring coupple of simple ideas to your attention which crossed my mind.

In Western Europe, especially in Germany, where I live for the last 28 years, I see a potential chance to recruit new members for the non-violant struggle and to engage in fruitfull fund-rising campaign for the cause of oppressed peoples, internationalising democracy, for the rights and justice. If I am not mistaken, there should be more than 10 million people – residents of the countries of the European Union – who originate from Africa, Asia, the Middle East and the Balkan region. Among them many settled In Western European countries due to political situation in their respective countries, they are sensitive to the rights violations around the world… There are aslo other groups, like the so called “pacifists” who might be addressed to…

My question is: As non-violant activists for globalisation of democracy and supporters of the oppressed peoples, can we recruit some people among them, win them over for the cause of worldwide democracy, rights and justice? I think we can! If so we must work out a well thought strategy, good language, find the right way of approch and allocate some human resources. For example, establishing a sister Transnational Radical Party in Germany might be something to start with…

The September 11 terrorist attacks in the U.S. changed many things in the international political arena. Likewise, the U.S. led Western intervention to Afghanistan is a significant development in the post “Cold War” new era. Its broad Impacts are to be seen in coming years and decades. The region of Central Asia, as it was in the history, again will be the focus of international rivalery, a front of strategk interests between super powers, and there is enaugh oil and natural gas to be exploited during this century. Democracy is a new phenomenon in this region, non exixtent in most countries there, and without establishing a degree of democracy in this region there will be no stability. If there is no stability and citizens are oppressed by authoritarian regimes Western investment will not be beneficial.

Just a simple example is the oil and natural gas reserves in East Turkestan, Kazakhstan, Turkmenistan and the Caspian Sea. Chinese, Russian and Western Interest collude on how to exploit this wealth. China wants to bring it to its East coast via East Turkestan and become the sole controller of a significant part of the world energy markt in the next decade. Recently a pipline agreement was signed between Petro-China and some western oil giants.

Russia will try to keep as much as of its former influence in this region and in the exploitation of the oil and natural gas reserves there.

Western oil giants want to bring oil and natural gas of this region through Afghanistan, Pakistan, Turkey and perhaps Iran to the Indian ocean. Regardless of which way and who wins the upperhand, stability will remain an essential

prerequisite. There will be no real stabilty without taking into consideration the needs and national aspirations of the peoples of this region, including those of East Turkestan. I am convinced that our method of non-violant struggle for rights, freedom and justice and campaign for internationalising democracy will be urgently needed there…

In conclusion I would like to say that, like other movements, we are in a crossroad due to the new realities in the international political arena. At the same time, I am sure that the selfless Radicals who created this movement and has won many battles in their non-violant struggle, will be able to fight further to accomplish the sacred mission…
