DRUGS: PARLIAMENTARY QUESTION BY MARCO PANNELLA AND EMMA BONINO, (ALLIANCE OF LIBERAL-DEMOCRATS OF EUROPE) TO THE EUROPEAN COUNCIL AND COMMISSION ON METHADONE IN THE UKRAINE

Text of the Parliamentary question by Marco Pannella and Emma Bonino, (Alliance of Liberal-Democrats of Europe) to the European Council and Commission on Methadone in the Ukraine
Whereas:
- The joint-ministerial Committee on Drug Control of the Ukraine has decided to proceed with the prohibition of the medicinal use of methadone reclassifying it among other “extremely dangerous, prohibited narcotic substances”. The decision is awaiting approval by the Supreme Court.
- In addition to ignoring an ample scientific literature in favor of methadone’s therapeutic virtues, this legislation threatens to undermine imminent scale-ups in both opioid maintenance and anti-retroviral treatment, made possible by grants from the UN Global Fund to Fight AIDS, Tuberculosis, and Malaria.
- On June 29th, took place the National Coordinating Committee on the Rights of People Living with HIV/AIDS and that at the beginning of July the World Health Organization will convene a meeting of its Regional Office for Europe will present in Kiev the findings of its 2004 Joint Mission on the Opioid Substitution Therapy in Ukraine
Considered the the possibility of region-wide ramifications targeting the prohibition of substitution therapy and other “harm reduction” strategies”;
Considered that European Commission and Council at the 48th session of the UN Commission on Drugs, held in Vienna last 7-14 March, presented its strategy emphasizing the promotion and finance of methadone and other harm reduction programs in compliance with the UN Global Fund on HIV/AIDS.
We ask:
- if and how the Europen Commission and Council intend to address the issue in itheir bilateral meetings with the Ukrainian Government.
if the European Commission and Council consider this decision as an obstacle, as a violation of the right to health, for the beginning of the negotiations on the Ukraine accession to the European Union.
