A Written Declaration in favour of Israel's Full
Participation in the European Union
The European Parliament,
A. considering that in every part of the world the development of
the human, civil, economic, religious, political and national rights
of persons and of peoples can no longer be adequately guaranteed
by isolated States and "national" Administrations;
B. considering that political democracy, the proper application
of the law and the equality of citizens' rights constitute the foundations
and goals of the European Union for the development of liberty,
justice and peace within the Union and in the world; foundations
and goals that are also those of Israel;
C. considering that a perpetual condition of war or the continuing
existence of extremely serious threats to the lives of its inhabitants
has harmed for half a century and places an enduring burden on the
State of Israel and Israeli society, which are both civil and democratic;
D. considering that it would be difficult for the State of Israel,
under the present conditions, to continue along the road of peace
by making further important concessions, first and foremost - but
not only - territorial, without aggravating a dangerous and fragile
situation that would damage not only Israel but also the peace process;
E. considering that the State of Israel, founded on principles and
constitutional choices of political democracy and the rule of law
which, under the given conditions (despite the tragic affairs and
limits, despite the extremely serious difficulties and inevitable
mistakes) are essentially still very much alive and concur, in the
main, with the principles and objectives of the Treaties, Declarations,
Conventions and Charters of rights adopted by political democracies
and by the United Nations system, founded on the Universal Declaration
of Human Rights;
1. confirms that an isolated and independent State of Israel can
no longer, except at enormous risk, in any way guarantee the liberty
and rights of its own citizens, the Middle East and the Mediterranean
world of which it is part, and the entire world, in a state of security,
whether it be its own or that of others;
2. confirms that the European Union cannot deceive itself that it
is upholding its fundamental ideals, raisons d'être and goals, and
seeing them upheld, if it is unable to deal with in a timely manner
and with extraordinary determination, rigour and urgency, extraordinary
emergencies and historical situations, as was unfortunately the
case with the tragic and foreseeable events in the Former Yugoslavia;
3. affirms that if the juridical, constitutional, political and
territorial borders of the State of Israel and the European Union
were to come to constitute and represent a closeness, a certainty
and a guarantee, it would be possible, reasonable, and therefore
necessary, to offer with a view to the realisation of a solid, lasting
and productive peace, concessions and renunciations that would otherwise
be problematic, dangerous in themselves, unproductive, and would
likely cause more tragedies for all the peoples, States and individuals
who want this peace to triumph;
4. engages its competent organs and also its delegation for relations
with the Knesset to immediately prepare a study and an enforceable
draft agreement that would ensure the State of Israel's full participation
in the European Union;
5. addresses a formal appeal to the Commission and to the Council,
and urges each of these organs, within their own competence, to
propose, promote and reach the aforesaid goal;
launches an appeal to all the European and Israeli institutional
and political forces to consult with each other and to consult the
UN, the Islamic and Arab States and the United States, with the
aim of pursuing this possible road of peace, democracy and great
civil, economic and social progress for all peoples, which will
strengthen the civil and political rights, first and foremost, of
all the men and women of the Middle East and the Mediterranean.
