FEMALE GENITAL MUTILATIONS

MOTION FOR RESOLUTION ON FEMALE GENITAL MUTILATIONS
Accordind to Rule 48


The European Parliament

Whereas female genital mutilations (FGM):

  • constitute a highly serious offence to the physical and mental health of women and little girls, that no motivation of cultural or religious kind may justify;
  • constitute a violation of the rights of women and children, established by several international conventions and recognized as fundamental principles of the European Union as an area of freedom, security and justice;

invite the Council, the Commission and the Member States:

  • to treat FGM as a crime against personal integrity;
  • to realize a thorough survey in order to establish the significance of this problem within the Member States and to promote information, formation (police force, doctors, teachers, …) and prevention's measures;
  • to recognize that the risk to suffer FGM represent a criterion to provide asylum or humanitarian protection;
  • to consider the fight against FGM as an action having priority in the relations with third countries through the Human Rights clause;
  • to support the NGO that work for the elimination of these practices within the countries where they are justified by cultural and/or religious motivations.
