XXXVI Congeso del Partido Radical
Roma, 4/8 de febrero de 1993
La moción general aprobada por la segunda sesión del 36 Congreso del Partido radical (531 votos a favor, 40 en contra, 13 abstenciones) establece que si, antes del 28 de febrero de 1993, no se cumplen las condiciones mínimas necesarias para la existencia y la actividad del partido (un mínimo de treinta mil inscritos en Italia o una aportación de recursos humanos o económicos equivalentes) se procederá a liquidar el Pr. Si la condición mínima se cumple, los órganos electos entrarán en funciones a mediados de mayo y en cualquier caso no más tarde del quince de junio de 1993 (El Congreso elige secretaria general a Emma Bonino con 456 votos, tesorero a Paolo Vigevano con 454 votos y un Consejo General compuesto por 60 miembros).
Mocion General
El XXXVI Congreso del Partido Radical reunido en Roma del 4 al 8 de febrero de 1993
considerando que, ante las tragedias, las amenazas y los desafíos de finales de siglo, cada vez se hace más necesaria la presencia organizada del partido transnacional y no violento en pro del derecho a la vida y la vida del derecho, es decir del Partido Radical;
considerando que la iniciativa política radical ha suscitado y sigue suscitando en ambientes cada vez más amplios gran número de reconocimientos sumamente valiosos;
teniendo en cuenta que la condición mínima tanto técnica como política para que exista el partido y desempeñe sus actividades estriba en lograr un mínimo de treinta mil inscritos en Italia, o bien una aportación de recursos humanos o económicos equivalentes;
considerando que el número de inscritos hasta el momento presente no asciende ni tan siquiera a una décima parte de dicha cifra,
DELIBERA
que si antes del 28 de febrero de 1993, teniendo en cuenta los tiempos técnicos necesarios, no se producen las condiciones mínimas requeridas, se pongan en marcha todos los procedimientos que cabe para liquidar la actividad del partido.
Por lo tanto y de forma consecuente,
aprueba los informes del secretario general y del tesorero, y da las gracias a los órganos ejecutivos por haber garantizado la vida del partido a lo largo de los últimos cuatro años, y haber permitido de esta manera que se consolidase por vez primera una nueva realidad transnacional y transpartídica,
delibera:
a) que se adopte la propuesta estatutaria presentada por el secretario general - cuya ratificación definitiva tendrá lugar en el próximo congreso;
b) que se proceda a la elección del secretario general y del tesorero así como de un Consejo General, con carácter transitorio, compuesto por 60 miembros según las modalidades establecidas por el reglamento del Congreso para la elección del Consejo federal.
EN CASO DE QUE SE CUMPLA LA CONDICION MINIMA ANTERIORMENTE DEFINIDA
- los órganos electos deberán entrar en funciones a mediados de mayo, y en cualquier caso no más tarde del quince del próximo mes de junio, plazo hasta el que se entienden prorrogados los órganos actuales;
- coincidiendo con dicha fecha, el Secretario convocará en colegio electoral extraordinario a la asamblea de los parlamentarios y los 60 miembros electos por el congreso para proceder a la elección de su Presidente;
- el secretario presentará al Consejo General las líneas de iniciativa política definidas de acuerdo con los órganos salientes.
El congreso delibera asimismo que en la primera aplicación del estatuto:
a) no se apliquen los artículos 2.4 (congresos por zonas) y 2.5 (comité de coordinación);
b) el Consejo General elija en su seno a un presidente del mismo;
c) el próximo congreso tenga lugar 18 meses más tarde de la fecha en la que los órganos estatutarios entren en funciones.
En caso de que la condición no se cumpla en el plazo establecido,
Los órganos salientes - el Secretario y el Tesorero, junto con el Presidente del Consejo federal y el Presidente del partido - procederán a la liquidación del partido según los procedimientos previstos por el código civil italiano (artículos 36/37/38)
POR ULTIMO, EL CONGRESO, PARA QUE NO QUEDE NADA POR INTENTAR
delibera la inmediata constitución de un comité extraordinario que deberá ser coadyuvante de los órganos ejecutivos para lograr el objetivo previamente establecido;
dirige un llamamiento a todo el mundo para que en todas partes todos actúen para que vivan, con el partido radical, en el partido radical, esperanzas y razones de una experiencia política única e irrepetible.

La motion générale approuvée par la seconde session du XXXVI Congrès du Parti radical (531 voix pour, 40 voix contre, 13 abstentions) établit que si, d'ici le 28 février 1993, les conditions minimales requises pour l'existence et l'activité du parti ne seront pas remplies (au moins trente mille inscrits en Italie ou un apport en ressources humaines ou financières équivalentes), les procédures pour la liquidation du parti seront entamées. Si la condition minimale sera remplie, les organes élus assumeront leur fonction à la mi-mai et de toute façon pas après le 15 juin 1993 (Le Congrès élit la Secrétaire Emma Bonino avec 456 voix, le Trésorier Paolo Vigevano avec 454 voix et un Conseil Général formé de 60 membres).
MOTION GENERALE
Le XXXVI Congrès du Parti Radical réuni à Rome du 4 au 8 février 1993
considérant que, face aux tragédies, aux menaces et aux défis de cette fin de siècle, la présence organisée du Parti transnational et non violent pour le droit à la vie et la vie du droit, à savoir, du Parti Radical, apparaît toujours plus nécessaire;
considérant les nombreuses reconnaissances que l'initiative politique radicale a suscité et suscite dans des milieux toujours plus vastes;
prenant acte que la condition technique et politique minimale pour l'existence et l'activité du Parti est d'arriver à trente mille inscrits au moins en Italie, ou à un apport en ressources humaines ou financières équivalentes;
considérant que le nombre d'inscrits atteint jusqu'ici n'équivaut même pas à un dixième de ce chiffre;
DELIBERE
que si, d'ici le 28 février 1993, et compte tenu des délais techniques nécessaires, les conditions minimales requises ne sont pas remplies, toutes les procédures nécessaires à la liquidation de l'activité du Parti seront entamées.
Il s'ensuit donc que le Congrès,
approuvant les relations du Premier Secrétaire et du Trésorier, et remerciant les organes exécutifs pour avoir garanti la vie du Parti au cours de ces quatres dernières années, et avoir ainsi permis la première affirmation d'une nouvelle réalité transnationale et transpartite,
délibère:
a) d'adopter le projet statutaire présenté par le Premier Secrétaire - dont la ratification définitive est déférée au prochain congrès;
b) de procéder à l'élection du Secrétaire et du Trésorier de même que, de façon transitoire, à l'élection de 60 membres du Conseil Général suivant les modalités établies par le Règlement du Congrès pour l'élection du Conseil Fédéral.
AU CAS OU LA CONDITION MINIMALE DEFINIE CI-DESSUS SERAIT REMPLIE
- les organes élus assumeront leurs fonctions à la mi-mai, et de toute façon pas après le 15 juin prochain, terme jusqu'auquel sont prorogées les fonctions des organes actuels;
- à cette date, le Secrétaire convoquera en collège électoral extraordinaire l'assemblée des parlementaires et les 60 membres élus par le Congrès pour procéder à l'élection du Président du Parti ainsi que de 40 autres membres du Conseil Général qui, ainsi constitué, procédera à l'élection de son Président;
- le secrétaire présentera au Conseil Général les lignes d'initiative politique définies en accord avec les organes sortants.
Le Congrès délibère en outre que dans la première réalisation du statut:
a) les articles 2.4 (congrès de zone) et 2.5 (comité de coordination) ne soient pas appliqués;
b) le Conseil Général élise un président dans son assemblée;
c) le prochain congrès ait lieu 18 mois après la prise de fonction des organes statutaires.
Au cas où la condition préjudicielle ne soit pas remplie avant la date fixée,
Les organes sortants - le Secrétaire et le Trésorier, de concert avec le Président du Conseil Fédéral et le Président du Parti - procéderont à la mise en liquidation immédiate du Parti suivant les procédures prévues par le code civil italien (aux articles 36/37/38)
ENFIN, ET POUR QUE TOUT SOIT TENTE, LE CONGRES
délibère la constitution immédiate d'un comité extraordinaire appelé à aider les organes exécutifs à atteindre l'objectif fixé;
adresse un appel à tous et à toutes pour qu'on agisse en tout lieu pour faire vivre, avec le Parti Radical, dans le Parti Radical, les espoirs et les raisons d'une expérience politique unique.

The XXXVIth Congress of the RP

The general motion passed by the second session of the 36th Congress of the Radical Party (531 votes for, 40 against, 13 abstained) establishes that if the minimum requirements to guarantee the existence and activity of the party (at least 30,000 members in Italy or equivalent human or financial resources) are not fulfilled by 28 February, the Radical Party will be closed. If the minimum requirement is fulfilled, the elected organs will assume their roles in mid-May, and in any case no later than the 15th of June 1993 (the Congress elects Emma Bonino as secretary with 456 votes, the Treasurer Paolo Vigevano with 454 votes and a General Council formed by 60 members).
GENERAL MOTION
The 36th Congress of the Radical Party held in Rome from 4 to 8 February 1993
Considering that, with the tragedies, the threats and the challenges facing us at the end of this century, the organized presence of the nonviolent, transnational party for a right to life and a life of rights, in other words the Radical Party, appears to be more and more necessary; considering the extensive and extremely important recognition that the Radical Party's political initiative has obtained, and is obtaining in ever-widening spheres;
acknowledging that the essential technical and political condition to guarantee the existence and activity of the Party is the enrolment of a minimum of at least 30,000 members in Italy, or the equivalent in human or financial resources;
considering that the number of members that have joined so far accounts for not even a tenth of the above figure,
DELIBERATES
that if by 28 February 1993, bearing in mind the amount of time necessary, the above required condition has not been met, all the required procedures should be taken to put the Party into liquidation.
For this reason, the Congress consequently, having approved the reports of the First Secretary and the Treasurer, and thanking the executive organs of the Party for having guarantied the continued life of the Party during these last four years, and in so doing having permitted the establishing of the first transnational and transparty political reality, deliberates as follows:
a) to adopt the draft of the Statute presented by the First Secretary - the ratification of which will be postponed to the next Congress;
b) to proceed with the provisional election of the Secretary and the Treasurer, as well as the 60 members of the General Council, according to the conditions set down in the Regulations of Congress for the election of the Federal Council.
IN THE EVENT THAT THE ABOVE ESSENTIAL CONDITION IS MET
- the elected organs will assume their functions in mid-May, and in any case no later than 15 June 1993, with the present organs remaining in office until the end of this period;
- on 15 June 1993, the Secretary will call the Assembly of the parliamentarians and the 60 members elected by congress to the vote at an extraordinary meeting, in order to proceed with the election of the President of the Party as well as of the other 40 members of the General Council which, having thus been constituted will proceed with the election of its own President;
- the Secretary will present to the General Council areas for political initiative, as agreed with the outgoing organs.
The Congress also deliberates that in the first instance
a) art. 2.4 (Area Congresses) and art 2.55 (the Co-ordinating Committee) will not be applied;
b) that the General Council may elect its own President;
c) that the next Congress will take place 18 (eighteen) months after the statutory organs have become functional.
IN THE EVENT THAT THE ESSENTIAL CONDITION INDICATED ABOVE IS NOT MET WITHIN THE SPECIFIED TIME,
The outgoing organs - the Secretary and the Treasurer, together with the President of the Federal Council and the President of the Party - will immediately put the Party into liquidation according to the procedures set down in the Italian Civil Code (art. 36, 37, 38).
LASTLY, IN ORDER THAT NO STONE MAY BE LEFT UNTURNED, THE CONGRESS
deliberates that an extraordinary committee should be set up immediately to assist the executive organs in order to reach the target of 30,000 new Italian members;
and appeals to everyone to work with the Radical Party, and in the Radical Party, to guarantee the survival of the hopes and motivations of a unique and unrepeatable political experience.



Mozione di modifica dell'ordine dei lavori con la quale il 36º Congresso del Pr decide di aggiornare i propri lavori in una seconda sessione, da tenersi non oltre il mese di gennaio 1993, per procedere alla rifondazione del Partito Radicale, transpartito e transnazionale
Il 36º Congresso del Partito Radicale, udite le relazioni del Segretario del Partito, Sergio Stanzani e del Tesoriere, Paolo Vigevano, gli interventi della Presidente Emma Bonino e del Presidente del Consiglio Federale, Marco Pannella, dopo approfondito dibattito, alla luce della nuovissima situazione del Pr, la cui transnazionalità e transpartiticità è oggi manifestamente conquistata, salutando l'impegno nel Partito Radicale di militanti di oltre 50 Paesi, di parlamentari e membri di Governi appartenenti ad oltre ottanta partiti o formazioni nazionali, ritiene in tal modo maturate le condizioni politiche per procedere alla rifondazione del Partito Radicale, transpartito transnazionale, e, a questo fine, delibera di aggiornare i propri lavori in una seconda sessione da tenersi non oltre il mese di gennaio 1993, sicch‚ invita formalmente gli organi del Partito a continuare ad assicurare, come fatto sin'ora, con pienezza di fiducia e di sostegno e con collegialità di impegno e di responsabilità del primo Segretario, del Tesoriere, della Presidente e del Presidente del Consiglio Federale, l'opera preziosa sin qui fornita al fine di adeguatamente potenziare e strutturare il Partito nuovo.
Demanda al Consiglio Federale oggi convocato la valutazione di adottare, intanto, opportune deliberazioni politiche e organizzative a sostegno delle iniziative in corso di attuazione
