Malfunction

Jacob Sýderman, European Ombudsman, has just received the service's 10,000th complaint - from a German who wants to know why so much money is wasted moving the European Parliament between Brussels and Strasbourg every month. Alas, the complaint is inadmissible because that is a "political decision" not "maladministration".
