Meeting between Nonviolent Radical Party and the Secretariat of the Working Group on Arbitrary Detention


On September 18th, at the United Nations Office in Geneva, a delegation of the Nonviolent Radical Party composed of Marco Pannella, Elizabetta Zamparutti, Antonio Stango and myself met with Ms Helle Iversen from the Secretariat of the UN Working Group on Arbitrary Detention. In July last the Working Group visited the Palermo prison of Ucciardone and the immigration centre of Milo, Trapani. The visit of the expert group is part of a period of observation on Italy that started in 2008. It will conclude with the presentation of a follow-up Report in September 2015 in Geneva.

In the meeting of more than an hour, we discussed the critical comments and suggestions to the Italian Government; suggestions that start with the proposal of amnesty and a reform of article 41bis. Legislative measures taken by the government in recent months are welcomed, but the measure of amnesty, not as a provision of clemency, is the real political issue. In mid-October, the expert group will present a follow-up letter to the Italian Government which will form the basis for the final report.

We informed Ms Helle Iversen of our continuous campaign for justice reform and the persistent failure of the Italian State to comply with international jurisdictions. The meeting can be seen as a starting point for a collaboration that should, among other things, allow information on the work and recommendations of the UN Experts to reach the Italian citizens, instead of remaining in the dark as it is the case today.
