HOC Conference in Sierra Leone: From Regional to Continental


The Conference in Sierra Leone on the abolition of the death penalty organized by Hands Off Cain successfully concluded on January 14, 2014. It was attended, other than local authorities and Minister for Foreign Affairs of Italy, Emma Bonino, by: Minister for Foreign Affairs of Benin, Dr. Nassirou Bako-Arifari who brought a message by President of the Republic Thomas Boni Yayi; Minister of Justice and spokesperson of the Government of Niger, Marou Amadou; Commissioner of the Commission on Human Rights and Administrative Justice of Ghana, Lauretta V. Lamptey; Deputy Attorney general of Rwanda, Pascal Ruganintwali; Counselor of the Minister of Justice of Mali, Lassana Diakite; General Director of Minister of Justice of Togo, Innocent Kossivi. From Guinea attended the conference Hon. Alpha Boubacar Bah who represented Hon. Cellou Dalein Diallo, Guinean former Prime Minister and President of the UFDG (Union des Forces Démocratiques de Guinée).

Representatives of NGOs from Burkina Faso, Ghana, Guinea, Liberia, Mali, Niger where also at the Conference together with the World Coalition against death penalty, Fiacat and Prof. Speedy Rice from USA.
The African Commission on human and people’s rights was represented by Prof. Philip Iya from South Africa and expert of the Committee on death penalty of the ACHPR. Around 200 people followed the conference.

As written in the final resolution, the most relevant result obtained by the Conference is the willing of the Government of Benin to host a continental conference in Cotonou in view of the 2014 vote on Resolution on moratorium at the UNGA and to relaunch the abolitionist process in the continent.
