WRITTEN DECLARATION ON THE VIOLATION OF THE FUNDAMENTAL RIGHTS OF THE VIETNAMESE PEOPLE AND THE RESPECT OF THE RIGHTS OF THE MONTAGNARDS


The European Parliament,

CONSIDERING THAT

the 75th Session of the UN Committee on Human Rights and the EP have repeatedly denounced violations of the fundamental rights of the Vietnamese people;

the respect of the principles of democracy, of the fundamental rights and of the principle of legality by the Vietnamese authorities laid down by the EU-Vietnam Co-operation Agreement cannot by considered an internal matter for Vietnam but directly concerns the Union and its citizens;

the right to religious, ethnic and cultural identity of the Montagnards has increasingly been negated and the violations of their civil and political rights continue to get worse;

the Vietnamese authorities also practise torture, including electric shock treatment, carry out arrests of persons who subsequently disappear, destroy churches and sacred objects, and offer rewards to the Cambodian authorities for the capture and repatriation of refugees fleeing from Vietnam;

CHARGES THE COMMISSION AND THE COUNCIL

to report to the EP by the end of 2002 on the finally appropriate measures adopted in this respect
to invite the Vietnamese government to comply with the recommendations of the 75th Session of the UN Committee on Human Rights and to guarantee the Montagnards full exercise of the civil and political rights and the fundamental liberties in accordance with the international treaties

to inform the Vietnamese authorities that the EU will suspend the co-operation agreement if they fail, by the end of 2002, to comply with the present requests;
