If - as is unfortunately now likely - the regional elections should take place on 27-28 March in the current conditions of denied legality and democracy, the decision on whether or not to take part becomes as of now a very serious and unavoidable problem of conscience in the face of the realization (for non-violent democratic as we are) of the certain risk of incurring the crime of complicity with the machinations of a regime which radically deny human rights, constitutional, international, individual and collective; a regime which tends and more more and more succedes in reducing the State into a to mere legalistic dressing of these crimes.

We note that the time spent to date since the European "elections" (6-7 June), more and more, and more seriously involved all institutional functions: political, administrative, supervisory making them literally tumble down, by mere force of gravity, as in an endless pit of behaviors - acts and omissions - of antidemocratic lawlessness and violence. On the institutional developments - the opposite of those occurring in Europe - we stand by the documentation we have already made public (and therefore has remained clandestine!) and its more severe ongoing full acceleration in recent days.

Acceleration or radical conversions of abandonment of lawful functions, such as the grotesque shocking and distressing position taken by Agcom and that of the Vigilance Commission in less than 48 hours. AGCOM, after a decade of decisions criticising RaiTv (about 50), suddenly turns around its jurisprudence, while the Vigilance Commission attempts to undo what had just been decidied, namely the proposal of the Rapporteur Marco Beltrandi. Within 48 hours it logged a change of heart and a reversal of what had been previously decided, by the Berlusconi right wing, which rushed back to the fold and to the manger that it has always shared in common with its "Kommunitss".

This decision had and still has as its main objective to ensure, at least the last four weeks before the vote, to the majority of voters direct debates between all the competing forces, in addition to the presence and participation of their leaders, as in all truly democratic countries. The objective is to resuscitate real political (and electoral) tribunes, formally abolished against the strict laws and rules which require them; after having reduced them already to semi-clandestine broadcasts with only two series in seven months, outclassed by mass convocations to take part in the games to Colosseum-like populace, worth hundreds of millions of viewers, in fact just under half a billion.

When, last May, the radical movement and its Galaxy documented that only 3% of voters were informed about what were the official political forces that participated, the high institutional level of "moral suasion" immediately intervened, making a significant positive adjustments to at the degree of failure to involve civil and democratic - the people, of institutional violence against the very existence of forces unwelcome because they were strangers to the power of the partitocratic one-party regime. One result of all this was a resounding -albeit censored, silenced: this is the Italy that turned out to be among the first of the 27 EU countries in terms of voter participation (after Belgium, Holland and Malta), receiving over 65% voters, against a European average of 43%.

The moral suasion of the President of the Republic, provoked and allowed by the complaints of the Liste Emma Bonino-Marco Pannella, with this unprecedented result has fully legitimized and validated our final decision to participate in those European "elections".

Nevertheless the second objective of the strategic agreement between PD and PDL was not missed, concluded - and then defended - by both sides, by Berlusconi on the one hand and by Veltroni-Franceschini on the other: the elimination of all political forces which are strangers to and non-conformant with this infamous pact from the national elections of 2008, through the European ones, 'till the 2010 regional themselves. In particular, they sought and obtained the very painful elimination of the Radicals from the Eu, after thirty years of uninterrupted and often prestigious European and international presence . Unfortunately Bersani has come, finally, but too late to repair the disastrous previous political results.

Between September 1 and October 20 the voice of the radicals is non-existent in the main editions of Tg1 .Even considering the previous period (from 8 June, 5 months) the interviews are 6, for a total of 2 minutes and 8 seconds, which is 0.43% of the time of all politicians.

In the period September 1 to October 20, Tg2 dedicated to radical 44 seconds in 2 appearances, equal to 0.36% of political presence.

As for the Tg1, taking into account the post-election period, the appearances are 6 over 5 months for a total of 1 minute and 53 seconds, equal to 0.5% of the total.

Tg3, in the last 2 months, has dedicated 2 voice appearances for a total of 1 minute and 22 seconds, or 0.66%, while in post-election period, there are a total of 12 appearances, for 4 and 47 seconds, equal to 1,06% of the total.

No presence at TG4 the last 2 months, one presence for 14 seconds in the last 5 months.

The TG5 has given to the radical 33 seconds in two appearances from September to October 20, and the 10 attendence from 8 June to 20 October for 3 minutes and 34 seconds, equal to 1,07% of the total.

On Studio Aperto, the only appearance in 5 months is for 4 seconds.

The Radicals were also absent from the Tg of La7 the last 2 months, whereas the only attendence in 5 months was of 34 seconds.

In total the Tg of the major Rai networks have devoted to the radicals 2 minutes and 6 seconds, in 4 voice appearances from September 1 to October 20. During the same period Tg Mediaset have dedicated 37 seconds in 3 appearances

From 8 June to 20 October: on Tg1: Bonino at 54th place (1'12'') - Pannella at 96th place (22''); On Tg2: Bonino at 67th place (44'') - Pannella at 72nd (35''); On Tg3: Bonino at 39th place (2'28'') - Pannella at 59th place (1'18'').

NB the daily average listeners of radio-Rai is a total of about 12 million per day, while the RAI TV viewers is nearly 5,300,000 TV network RAI, meaning the RAI radio listeners are about twice as many as the RAI TV viewers. And on this would be useless - we believe - to comment, but I think that when we will be able shortly to provide any, everyone will notice they already know what kind of "atomic" device is the radio against the TV! And which treatment is, obviously, is reserved for listeners who wanted to know even just "something" about us. Are you still convinced it is excessive to speak of a sixty years of Regime even worse and more devastating than the twenty patritocratic years of fascism?!
