UN/LAOS: THE CHAIRMAN OF THE SUB-COMMISSION ON THE PROMOTION AND PROTECTION OF HUMAN RIGHTS ASKS FOR THE NAMES OF THE 5 LAO DESAPARECIDOS

Geneva, August 6th 2002. At the conclusion of the intervention on the item of administration of justice in Laos, delivered by the President of the Lao Movement for Human rights, Mrs. Vanida Thephsouvanh, on behalf of the TRP, the Chairman of the Sub-Commission, the Brazilian Paulo Sergio Pinheiro, asked for further information about the situation of the 5 Lao detainees, whose whereabouts are unknown since 1999.
Arbitrary detentions, torture, lack of medical care, violent intimidation towards religious minorities and furthermore no right of defense: this is the situation of the judiciary system in a country where everything that represents a danger for the One Party system is considered a grave threat to national security and may be punished with a sentence up to 14 years of detention.
The Lao Movement for Human Rights and the TRP ask the Sub-Commission to include in its resolution on the Defenders of human rights, the names of the 5 leaders of the nonviolent manifestation for democracy held in 1999; to put pressure on the Commission of Human Rights in order to request from the Lao government to judge and free the five in complete conformity with international law. Moreover, the Lao Movement and the TRP ask the Commission through the Sub-Commission to send a mission of observers to inquire on the situation in Laos.
