Response by President Sadulaev to the ACPC Appeal for Peace

"A statement by the president of the Chechen Republic of Ichkeria [CRI], Abdul-Khalim Sadulayev, in connection with a call by the American committee for peace in Chechnya and the recent aggravation of the military-political situation in the Caucasus.

In the name of God, the Merciful, the Compassionate!

Esteemed friends! As you know, the [former] president of the Chechen Republic of Ichkeria, Aslan Maskhadov, was one of the most peace-loving politicians on earth and had done everything possible and impossible to stop the bloody Russian-Chechen war. The unprecedented action held on his orders by the Chechen side, which unilaterally stopped all types of offensive military operations as of February 2005, testifies to that.

Maskhadov even moved to flat terrain of the Chechen state in order to intensify the peace process, although it was highly dangerous for him. And the whole world could clearly see on 8 March how Europe and Russia responded to his aspiration to peace: the Old World responded with complete silence, while Moscow with a sordid murder.

Yes, we, the Chechens, want a durable and lasting peace on our long-suffering land! But in the run-up to the sixth anniversary of the second stage of the Russian-Chechen war, we do not see the world community wanting to help the Chechens with anything in this horrible genocidal war. We do not feel that the world community is actually interested in putting an end to this bloody massacre which has already claimed hundreds of thousands of human lives.

As long as Europe does not treat seriously the proposals of the Chechen side for achieving a negotiated settlement of the military and political conflict between the Russian Federation and the CRI that were put forward by Aslan Maskhadov, our strategic mission will be to force peace on the Kremlin.

It is our firm conviction that Moscow's militaristic regime cannot be stopped by such "weak" arguments as suffering, blood and deaths of their own and other peoples. The Kremlin rulers have neither political nor moral will to establish peace in Ichkeria, they do not want good-neighbourly relations with the Chechens.

Therefore, our next objective is the "Achilles heel" of Kremlin's inhabitants and their henchmen who are purposefully destroying the Chechen people. But at the same time, our blows to Russia will by no means target civilians in this country although its leadership will do everything possible to expose its own people to that again.

With a full sense of responsibility I would like to state that the leadership of the Chechen resistance is always open to a real political dialogue with Russia on the basis of the principles put forward by Aslan Maskhadov. However, we will never ask the Kremlin for peace again.

I also want to draw the attention of the world community to the terrorist activities of the Kremlin regime with regard to the neighbouring Georgian state. Russia's aggressive actions in this sovereign country may have bitter ramifications not only for the security in the Caucasus but also for the stability in the world as a whole.

The people of Chechnya assure the fraternal Georgian people of full support in their fight against Russia's terrorist activities and imperial ambitions. In the current situation, Georgia could be provided with any kind of assistance from its decent neighbours and brothers in Caucasus spirit in Ichkeria.
