PEACE INITIATIVE OF MASKHADOV: SECRETARY OF THE "RUSSIAN RADICALS" JOINS THE APPEAL OF HUMAN RIGHTS ACTIVISTS AND PUBLIC FIGURES, ADDRESSED TO THE PRESIDENT PUTIN

Moscow, February 13, 2005. The secretary of the movement "Russian Radicals" Nikolaj Khramov signed the open appeal of the group of known human rights activists and public figures to the president Putin calling to respond to the unilateral cease-fire in Chechnya declared by the president Maskhadov and to begin negotiations with Maskhadov about political settlement in the republic.
Statement by Nikolaj Khramov in this connection:
"I subscribe to practically each word of this appeal. As well as its authors, I think that the president is obliged to use this new opportunity for the beginning of the process of political settlement and following Maskhadov, who appointed for negotiations with the Kremlin such acceptable and spotless figure as Umar Khanbiev, general representative of the president of the Chechen Republic of Ichkeria in foreign countries (and the member of the General Council of the Transnational Radical Party), also to start to form the Russian delegation for negotiations with the Chechen party as it happened already four years ago.
Simultaneously I express my conviction that the basis of the political settlement which first of all is to be discussed during such negotiations, should be the peace plan providing transfer of all power in the republic for a transition period to a special Interim UN Administration and simultaneous withdrawal from Chechnya of all Russian forces and full disarmament of all Chechen formations (the so-called "Akhmadov's plan"). I call on all signatories of the open appeal to the president Putin to support also this peace plan, signing the initiated by the TRP appeal "For an interim UN administration in Chechnya" on the site www.radikaly.ru or www.radicalparty.org as it was done already by over 36 thousand people from 114 countries of the world".
