Open Letter to Jaques Chirac from Enver Can
Munich, 01.06.2003
To: Jaques Chirac
President
Republic of France
Dear Sir,
You are hosting the Annual Summit of the G-8 Group in France, and will be also meeting Mr. Hu Jintao, the President of the Peoples Republic of China during the deliberations.
As a democratic and peacefull voice of the Uyghur people of East Turkestan (also referred to as the Xinjiang Uyghur Autonomous Region by the Peoples' Republic of China), we are deeply concerned about the policy of violations of Human rights and the repression against Uyghur people by the Chinese authorities.
Especially since the September 11 terrorist attacks, the Chinese authorities have been intensifying their policy of crack down against the Uyghur civilian population by misusing the international struggle against terrorism.
Thus, the ongoing gross human rights violation of the Uyghur people among others include:
Execution of Uyghurs for political reasons through unfair trials, extra- judicial killings and torture; increase of illegal transfer of Han chinese population into East Turkestan; policies of acculturation of the Uyghurs; destruction of Uyghur cultural Heritage; burning of hundreds of thousands of Uyghur language books; abolishment of Uyghur language teachings in higher level educational institutions; tight control of warshipping and religious life, including destruction and closing of Mosques and unofficial religious schools, close survailance of burial ceremonies and indoctrination of clerics; displacement of Uyghurs from their traditional homes in East Turkestan and other parts of China, including the capital of Beijing; branding any Uyghur suspect as "terrorist" and convicting accordingly; changing the personal Uyghur language names into Chinese pinyin as part of policy of sinisation.
We, the democratically elected (umbrella body*) representatives of the Uyghur nation abroad have been calling the Chinese leadership for dialogue and constructive negotiations to work out a mutually acceptable political solution to the problem.
Dear Excellency,
As President of a leading Western Democracy, we kindly ask you to bring up the ever worsening human rights situation of the Uyghur nation during your upcoming discussions with your guest Mr. Hu Jintao.
Sincerely yours,
Enver Can
President
