Motion approved during the General Council


The General Council of the Transnational Radical Party convened in Brussels from 7 to 9 December 2006

salutes all friends, activists, democrats from many and diverse countries and nationalities who - since the last Transnational Radical Party Congress held in Tirana in 2002 - under harsh organizational and political conditions of the Party, have kept the presence and hope alive, affirming the reasons of freedom and of rights of people above and across state borders and related sovereignty;

acknowledges with deep satisfaction that from the many influential and important interventions both from members and invitees emerge - also on behalf of numerous groups and communities of the world - the desire and will to fully re-launch the activities and the organized political force of the Transnational Radical Party;

acknowledges the serious economic situation of the party and of the "radical galaxy", aware that not even a new political start (though necessary) of activities and subscriptions could per se be enough to save the Party from shutting down;

It is with this spirit that it decides:

1) to fix as a priority, and therefore to charge the Senate of the Party with the convening the Congress by Spring 2007, so as to rebuild the legality and the political capability to work;

2) to subordinate this convocation at least to the achievement of financial sustainability - in addition to the political one - of its own activities; more precisely, the convocation of the Congress will become operational only if the objective of 5000 members at "European" fee, 300 non Italian MPs and 100 Italian MPs will be attained by next February;

3) to adopt right now, if the statutory requirements will permit it, the denomination of "Nonviolent Radial Party, Transnational and Transparty", thereby charging the Ordinary Congress with the ratification of this transformation;

4) to commit since now the radical energies - wherever possible and not only in Europe - to the EU itself in order to require the EU to respect the clauses advocating human and political rights enshrined in the treaties stipulated by the EU itself with partly or totally authoritarian countries. This should lead the EU to become an effective driving force for the promotion of right, freedom and democracy throughout the world, according to the spirit and the letter of the international rule of law, starting with the European one;

5) to approve and endorse the Manifesto-appeal for a First World Grand Satyagraha for peace that has been proposed by Marco Pannella and which has already been signed by prestigious names. Vis-a-vis the increasingly imminent wider conflict of incalculable scope, which is breaking out in and from the Middle East, the Nonviolent Radical Party, Transnational and Transparty proclaims and engages to start a nonviolent political struggle in order to urgently overcome and reverse the structural conditions that are generating that very conflict, to seize the only conceivable alternative today, an alternative based on the practical application of international law founded by now on the Declaration of Human Rights of 10 December 1948 and whose 58th anniversary will be celebrated in the next few hours.
