Freedom House and the TRP call for clear European Union commitment to support home-grown civil society via the European Instrument for Democracy and Human Rights.

Freedom House and the TRP urge the Committee on Foreign Affairs of the European Parliament to pledge strong commitment in the European Union’s new external relations instrument to strengthening bottom-up civil society initiatives.
On October 10th, the Committee is scheduled to vote to establish the European Instrument for Democracy and Human Rights (EIDHR), the European Union’s new global democracy promotion financing mechanism.
A key clause of the new EIDHR includes provisions on Special Measures to serve as the rapid reaction financing mechanism to enable the EU to promptly address needs unanticipated in EU Strategy Papers and Annual Action Programs which provide the general framework and financing priorities.
In its 2005 study “How Freedom is Won: From Civic Struggle to Durable Democracy” Freedom House found strong correlation among democratic transitions encouraged by broad-based citizen participation and the successful transition to democracy.
“The new EIDHR employ a variety of forward-leaning measures, including the authorization to operate without the consent of recipient country authorities and support to individuals, both of which are encouraging for home-grown civil society to serve as catalyst of democratic breakthroughs across the world” said Kristie Evenson, director of Freedom House Europe. “We urge European law-makers to ensure that the new EIDHR will be an efficient tool devoid of inter-institutional grapples and overflow of bureaucratic decision-making.
"The European Parliament has gained a leadership among EU Institutions in the field of democracy promotion and assistance. Thanks to initiatives such as the Sakharov prize, opposition leaders, activists and human rights defenders from every authoritarian country see the EU Parliament as both a reliable partner and a valuable international forum to address" said Mr. Enver Can, Uyghur activist and member of the General Council of the Transnational Radical Party. "It is therefore important to create a link between the special measures contained in the new EIDHR and urgency resolutions on human rights approved every month by the European Parliament"
The promotion of democracy and human rights worldwide are underlining principles of the European Union’s external instruments. The EIDHR mechanism specifically has been designed to transmit shared European and international democratic values worldwide. This mechanism must have the means and flexibility through its design to serve as the EU’s prominent tool to aid civil society where dictators rule, civil liberties are absent and defenders of human rights are striped from effectively protect victims of abuses.
