EP/CAPPATO REPORT ON HUMAN RIGHTS: THE COMMITTEE ON FOREIGN AFFAIRS OPTS FOR THE PATH OF GANDHIAN NONVIOLENCE

The Report by Marco Cappato, which has been approved unanimously by the Committee on Foreign Affairs of the European Parliament, calls on the European Union to declare the year 2010 “European Year of Nonviolence” and to take action to establish the World Organization of Democracy and Democracies. For the very first time Gandhian nonviolence has been refereed to as “most adequate means for the promotion of fundamental rights”.

The Committee on Foreign Affairs of the European Parliament has passed Marco Cappato’s Draft Report on Human Rights in the World 2007 with 60 votes cast in favour, 3 abstentions and none against.
After the vote, Mr. Cappato, radical Member of the ALDE group welcomed the clear stand taken by the European Parliament in that “it considers Gandhian nonviolence as the most adequate tool for the enjoyment, assertion, promotion and respect of fundamental rights” and it demands that “its diffusion become the top priority objective for policies related to the promotion of human rights”.
“It is an groundbreaking choice, a radical alternative both to the military option which purports to promote democracy and to the immobile pacifism which cannot tell the aggressors from the aggressed. I look forward to the next Plenary to confirm this strategy, so that we will be able to change the EU policies on this matter” Cappato added.
The adopted document fully endorses the radical idea that “the right to democracy is a universal human right which has been historically acquired” and which should be accompanied by “the duty of the institutions and the international community, the European Union and Member States to take action in order to remove the barriers keeping its full enjoyment in the world”. We look ahead to the establishment of the World Organization of Democracy and Democracies, because “nation-States and their absolute sovereignty”, particularly when are built out of ethnic, linguistic or religious divisions, have become inadequate to the achievement of individual liberties and to the preservation of peace.
The Report also welcomes the European success of the adoption of a United Nations Resolution for a moratorium on the death penalty and demands that it be fully implemented by every State member of the UN.
The European Parliament will have its final say on the Report in the Brussels plenary session of May 7th and 8th.
