E-DEMOCRACY/ EP: 55 MEPS ASK FOR CHANGES IN THE TREATIES TO INTRODUCE E-DEMOCRACY IN THE EU


Today, the following motion for resolution, has been tabled at the European Parliament in Strasbourg by 55 MEPs from 8 different political Groups. Among them: Guido Pdestà, Vice-president of the European Parliament; Jens-Peter Bonde, Chairman of the Group EDD; Daniel Cohn-Bendit, President of the Group of the Greens;

The promoter of the initiative, italian radical MEP Marco CAPPATO (Member of the Committee of Presidents of the Transnational Radical Party), has declared:
“Democracy is problem N.1 for Europe. The “right of access” to any public meeting and to the “European citizenship” rights through the Internet should be included in the EU Treaties reform. Concerning the specific issue of “e-voting”, the 2004 European elections are the best occasion to implement a project at the European level.”

Resolution on European E-democracy and E-citizenship

The European Parliament,
- having regard to the articles of the Treaties on openness and transparency and on the relevant provisions concerning the right of access to documents and the publicity of institutional meetings;
- whereas "e-democracy" - that is to say the application of digital technologies (such as the Internet) in the democratic process - can promote citizens' participation and the exercise of their political and civil rights;
1 - affirms that European citizenship should imply the "right of access" to any public document and meeting via the Internet
2 - asks for the Treaties to be amended so that:
• all public meetings of the European Union’s institutions and of their bodies shall be broadcast live (in audio-video) and filed in archives on the Internet;
• every citizen can fully enjoy his rights of European citizenship (e.g. regarding the vote for the EP, complaints to the Ombudsman, access to the European Court of Justice, petitions to EP) also through the Internet, according to identification systems compliant with Community legislation;
appeals to the EU institutions and to Member States to promote on-line voting and voting in “supervised e-voting stations” project for the 2004 European elections.
