CHECHNYA: WHEN WILL THE AUTHOR OF THE PEACE PLAN BE ABLE TO COME TO SWEDEN? LETTER FROM OLIVIER DUPUIS TO THE SWEDISH FOREIGN MINISTER LAILA FREIVALDS


Brussels, 16 February 2004. The Radical MEP Olivier Dupuis, now on the 29th day of his hunger strike, has written to the Swedish Minister of Foreign Affairs, Mrs Laila Freivalds. In the open letter the Radical MEP deals in particular with the question of the lack of response from the Swedish authorities to the application for family reunion presented to the Swedish Consulate in Washington by Ilyas Akhmadov, the Chechen Foreign Minister. Akhmadov is the author of the Peace Plan for an interim United Nations administration in Chechnya.

According to Dupuis, by trying to avoid the juridical and diplomatic difficulties that Denmark and Great Britain found themselves having to face last year in the case of the Chechen Minister Akhmed Zakaiev, Sweden risks becoming yet another "European democracy" on the verge of ''abandoning the Chechen people and its representatives to their destiny” and yielding to the pressure from Mr Putin’s regime, which “has massacred thousands of innocent Chechen civilians, devastated the country and created a state of terror and impunity in Chechnya".

"For years now,” states Olivier Dupuis in the letter, “Europe has failed to oppose the policy of genocide that the Kremlin is carrying out in Chechnya. It failed to do so when it witnessed the extensive bombing of towns and villages inhabited exclusively by civilians. It failed to do so when the Russian generals ordered the arrest of all Chechens between the ages of 10 and 60. And it even failed to do so when it found out about the existence of concentration camps in which Chechens were tortured, raped, and murdered. But Europe at least has a duty not to allow Russia to persecute Chechens who reside within its borders. There must be a line that even the most fanatical advocates of realpolitik are not willing to cross."
