Cambodian MP Hon. Son Chhay calls for investigation into the deportation and rape of Montagnard refugees

RE: Request for a full investigation into the reports that police officers who have raped and robbed members of an 80-strong group of asylum seekers last
week in the district of Koh Nhek of Mondulkiri province and also request to immediately end the travel restriction imposed by the ministry to the
people who are living in the border region of Ratanakiri and Mondulkiri.
Dear Excellency,
In according to the news reported in the well known local newspapers such as Koh Santepheap and Reaksmei Kampuchea on May 11, 2004 have alleged that police officers have raped and robbed a group of 80-Montagnards refugees last week from the district of Koh Nhek in Mondulkiri before deported them back to Vietnam.
I would also like to inform you that from a reliable source, the deportation of the Montagnard refugees in such large scale have been occurred at least three times since last April, and these crimes have caused shame and the lost of face to the Hun Sen’s government which have been condemned by the International Communities,
the donor countries and the group of international human rights organizations. These acts against the Montagnards, have clearly violated the UN convention on refugees and have also shown the cruel behavior of the government in committing crime against humanity.
Since your Excellency, has displayed in the past a sense of responsibility, I hope that you will not deny these reports, and if you are launching an investigation into these allegations I volunteer to join with the investigation team to ensure the abusive police officers are penalized based on the law and to stop for ever this illegal acts against the
refugees. I also have leaned that a large number of the armed forces have been sent to Ratanakiri and Mondulkiri to seal off the border areas in an attempt to block the asylum seekers from entering into Cambodia, and I would like your Excellency to immediately end the unlawful mission.
